IBO Welcomes New Staff


Joshua Chang. Mr. Chang joined IBO in August 1999 as a budget and policy analyst in the area of health and social service. Prior to working at the IBO, Mr. Chang worked at PricewaterhouseCoopers in their Health Policy Economics Group in Washington, D.C. As a health policy analyst, he conducted economic impact analyses on federal and state legislation and analyzed changes in Medicare reimbursement, tracked trends in health expenditures and prices, performed industry benchmarking, and estimated federal budget costs. Mr. Chang received his B. A. in economics and applied math from Northwestern University.

Keith Goldfeld. Mr. Goldfeld joined IBO in September 1999 as a senior budget and policy analyst in the area of health and social service. Prior to working at IBO, he was Director of Medical Economics at HealthFirst, a hospital-owned managed care organization in New York. Previously, he was a senior analyst at the Port Authority of New York and New Jersey, working with the First Deputy Executive Director and in the Office of Economic and Policy Analysis. Mr. Goldfeld received his Master's Degrees in Public Affairs and Urban and Regional Planning from the Woodrow Wilson School at Princeton University and his B.A. from Williams College.
