In its Budget Options, IBO outlines ways the city can cut costs or increase revenue. We summarize each initiative, estimate its savings or revenue potential, and present key arguments for and against its implementation. IBO neither endorses nor rejects any of the budget options. Our role is to examine the city’s options and estimate fiscal impacts—not make recommendations.
